Move to Manitoba under the Provincial Nominee Program
The Manitoba Provincial Nominee Program (MPNP) is the result of an agreement between the province of Manitoba and the Government of Canada that gives the province the power to select skilled workers who demonstrate potential and desire to immigrate and settle themselves and their families in Manitoba.
The program is divided into several streams, each with its own set of criteria, but there are some general requirements that all applicants must meet. For example, all applicants must demonstrate that they have enough resources to:
- Pay the immigration fee and travel expenses to Manitoba
- Support themselves while looking for employment
- Ensure their successful settlement in Manitoba
The MPNP is split into five streams:
- Employer Direct
- International Student
- Family Support
- Strategic Initiatives
- General stream
Employer Direct
Employer Direct is an MPNP priority assessment stream to help foreign workers who have been working in Manitoba for at least six months reside permanently within the province.
To apply, you need to show evidence of:
- Formal offer of long-term, full-time job with a Manitoba employer
- Training, work experience and language ability required for the job you have been offered
- The intention and the ability to permanently settle in Manitoba
International Student
The International Student stream gives foreign graduates with strong ties to Manitoba the opportunity to settle in the province.
To be eligible to apply you must have:
- Graduated from a post-secondary educational program of at least one academic year at a Manitoba institution
- Obtained a post-graduation open work permit from Citizenship and Immigration Canada (CIC)
- Received a formal offer of a full-time, long-term job related to your field of studies from a Manitoba employer. You must also be working for that employer, and have been so for at least six months prior to your application
- They are working and have been with the same Manitoba employer for at least six months on a post-graduate open work permit
- Demonstrate strong ties to Manitoba (such as friends or family)
Family Support
If you have a close relative who is an established resident of Manitoba and who is willing and able to support your settlement in the province, you might be considered for the MPNP under the Family Support category.
In addition to that main requirement, you also need to meet other criteria such as:
- Being aged between 21 and 49 years old
- Having completed post-secondary education of at least one academic year and received a diploma or certificate
- Having at least two years of full-time work experience within the past five years
- Having enough knowledge of English or French to get a job in Manitoba in your intended occupation shortly after you arrive in the province
- Demonstrating intention and ability to establish successfully in Manitoba based on your:
- Connection to Manitoba, including settlement supports from family
- Employability
- Settlement funds
Please note that your close relative resident in Manitoba also needs to supply evidence that you are related, as well as evidence that they are either a Canadian citizen or a permanent resident in Manitoba for at least one year.
Your relative must also complete a Manitoba Affidavit of Support form and have it witnessed and signed by a Manitoba notary public or commissioner for oaths.
You must also designate your close relative as your representative who is authorised to communicate with the MPNP if personal information is needed during the application process.
Strategic Initiatives
The MPNP undertakes special initiatives to help the province meet the objectives of the Canadian Manitoba Immigration Agreement (CMIA). These initiatives happen at the discretion of the MPNP, depending on program needs and available resources.
You are eligible to apply to the MPNP through the Strategic Initiatives stream if you:
- Have received a letter of invitation to apply as part of an MPNP targeted promotion initiative, or
- Are an adult dependant of a Manitoba provincial nominee and you do not meet the criteria for “eligible accompanying dependant”, but can prove that you are financially dependent and that the nominee will help you establish successfully in Manitoba, or
- Have the support of an ethnocultural community organisation in Manitoba that will help you arrange an exploratory visit that has been pre-approved by the MPNP
General stream
If you’re a skilled worker who can be assessed enough points in each assessment factor and who can demonstrate their intention and ability to establish successfully and permanently in Manitoba, you might be eligible for permanent residency in Canada through the General stream of the MPNP.
To apply you must provide:
- Proof of a close relative in Manitoba (only if you don’t meet the eligibility criteria for the Family Support stream)
- Two affidavits of support, each completed by a close friend or distant relative in Manitoba (you can also apply with the support of members of a Manitoba ethnocultural community organisation, provided that they know you personally and sign the affidavits of support)
- Proof that you have previously worked full-time in Manitoba for at least six months
- Proof that you completed an educational program in Manitoba of at least one academic year (this excludes language-training programs)
Please note that being nominated by the MPNP does not automatically grant you permanent residency in Canada. Once your MPNP application is completed, you will be sent a letter of approval that you will need when you apply to the Government of Canada for permanent resident visas for you and eligible family members.
