There are doctor and nurse shortages all across Canada, making foreign medical personnel a sought-after demographic. Rural medical personnel are particularly needed, but the larger cities are experiencing the insufficiency acutely as well.

Among doctors it's the family practitioners who are particularly needed. Finding a family doctor who is taking new patients can be very difficult at times, and some patients find themselves waiting for an opening for one or two or more years. This presents a problem for those who require health care, since it is the family physician who refers them to specialists. These patients can always satisfy this need by showing up at an Emergency Room, but this is posing problems at times as well.

Emergency Rooms are also in critical need of doctors, nurses, and supporting staff. There have been instances where patients have had to be turned away from ERs because of the lack of available on-duty medical personnel. With an abundant supply of migrant specialists in the needed fields, this problem can be solved.

Foreign applicants will apply with specific medical skills and experience, and will have basic certification in their own country. They must also have a job offer in Canada. They will be given tests to ascertain that their education levels and medical skills meet the requirements of the Canadian health care system. They will also have to demonstrate a functional aptitude with English and/or French.

With domestic labour dwindling rapidly due to retirements, and with fewer experienced replacements available, admitting qualified foreign medical personnel into Canada is essential to the health and well-being of all Canadians. Foreigners will constitute a large portion of the labour force of Canada's future.
